You can upgrade a subsite to a site collection using the Copy Structure option in Migration.
Prerequisites
- Global Administrator or SharePoint Administrator permissions are always recommended.
- You need the rights Term Store Administrator to complete a Term Store migration.

How-To
- Click Copy.
- Select Copy structure and content.
- Add your source credentials.
- Click Connect.
- Select your source.
Note: You can select a single subsite to migrate, or you can select a Site Collection if you want to upgrade multiple subsites under it. - Click Next.
- Add your destination credentials.
- Click Connect.
- Select your destination.
Note: You can connect to the Central or Global administration and select the web app where you want the new Site Collection(s) to go in, or you can connect to a newly created Site Collection to merge your source subsite into. - Click Next.
- Select Site
from the list of Site Objects.
- Drill down to the subsite you would like to upgrade from the source.
- Drag and drop it into the site-level at the destination or click
in the bottom right corner. See Copy Options if you need to apply specific parameters.
- Once the action is completed, the migration report will show any successes, warning, or errors. See Migration Report for more details.
Note: Do not forget to Map Users and Groups, Permissions Levels and Site Templates before promoting your site.
