Use Download content to move documents and list items from your SharePoint sites and OneDrives to a local drive or a file share.
Note: Download content was created to help you archive your files and list items on a local drive or file share. It is not recommended to use this feature if you want to migrate that content back into SharePoint with the same structure and metadata at a later date.
Prerequisite(s)
- Connecting as a Global Administrator or SharePoint Administrator is always recommended.

What can I do with the files once they're downloaded? Are they just for reference purposes or can they be used to restore a list's contents?
Hello Trent, this feature is used to archive your content. It can help if you need to export the content of a site before decommissioning it, for backup, or it or for any other reasons. We do not recommend using it to restore the list's contents at a later date.
